The name of the sugar matters

The table distinguishes white granulated sugar from brown sugar, both packed and unpacked. Choose the sugar and filling condition named in your recipe before adjusting the amount.

Use the filling condition shown for the selected sugar. A packed-cup value cannot automatically describe a loosely filled cup of the same product.
